What is Body Art and Body Piercing?
A licensed establishment is where a “tattooist” applies a tattoo to another person or a “body piercer” performs body piercing on another person. The establishment is licensed and inspected by the Sheboygan County Division of Public Health. In addition, all tattooists and body piercers must also hold a practitioner’s license which is issued by the Department of Safety and Professional Services (SPS).
Licensing Logistics
Licenses are valid each year from July 1 to June 30. Each license expires on June 30. Licenses issued after April 1 will be valid until June 30 of the following year.
Every year an annual routine inspection will be completed for all licensed establishments. These inspections are not usually scheduled, an inspector will complete the routine inspection during normal business hours.
A license is only good for the person and the location the license was issued to.
LICENSES ARE NOT TRANSFERABLE. This means that if you change ownership you will need to obtain a license under the new owner.

If you are thinking of opening a tattoo or body piercing establishment in Sheboygan County, please take the time to review the following information about the licensing process and requirements.
It is against the law to tattoo or body pierce without a license or within your personal residence.
YOU WILL NEED TO SUBMIT:
- Tattoo & Body Piercing Establishment Application
- Floor plan of your establishment
- Practitioner Licenses for tattoo artists at the establishment and body piercing professionals at the establishment if applicable
- Send all required items to: environmental.health@sheboygancounty.com
